The Consortium for the Study and Development of Participation (KONSEPSI) was established on April 21, 2001, in Mataram, West Nusa Tenggara. Its founders came from various backgrounds and professions, including forest area management communities, academics, legislators, businesspeople, practitioners, NGOs, and journalists.
